A Special Seminar Given to IFAD Executive Board

At the invitation of IFAD in the UN system, I went to the IFAD headquarters in Rome Italy on September 19th, 2012 to deliver a special seminar on "IFAD Projects: Results and Impact on Poverty Reduction in Rural China" for IFAD board members. I introduced the empirical research results of IFAD projects on China's rural poverty, which was highly appreciated by the IFAD EB members and delegates of different countries, who spoke highly of the great achievements that China has made from IFAD projects, and showed keen interest in the research methodologies adopted by the research group for evaluating IFAD project benefits and the scientific findings. After the PowerPoint presentation, delegates from many countries interacted and discussed with me on issues such as the qualitative and quantitative research methodologies, the representativeness of samples, the reliability of data, the robustness of project benefit evaluation methodologies etc.

As Mr. Kevin Cleaver, assistant president of IFAD put it, "the project evaluation methodologies that Chinese scholars adopted in their research have gone ahead of IFAD’s project monitoring and evaluation (M & E) system and it will provide a good example for IFAD in its improvement on the evaluation methodologies of IFAD project benefits". According to the Permanent Representation of the People's Republic of China for Food and Agriculture in Rome, this is the first special seminar that IFAD has ever held on one particular country, and it is the first time that a Chinese consultant ever delivered such seminars for IFAD executive board. It is of great significance to publicize China’s poverty reduction achievements in the international community, and enhance China’s international status and image. (also see PMRC news letter)
